For every $100 in property assessed valuation, $0.11 cents supports the Agency’s shared cost of the State Water Project.
San Bernardino Valley is a water wholesaler and sells water to most of the retail water agencies within its service area. The retail agencies include the costs of this purchased water in their expenses and bills to provide water to their consumers.
San Bernardino Valley District is a special district, which is a unique form of the government created to meet a specific need. In this case, our responsibility to the public is to ensure our region has a reliable water supply, even during droughts. Our agency manages the region’s long-term water supply by importing water from the California State Water Project (SWP) and by replenishing local groundwater basins. We often partner with other agencies to build shared pipelines and infrastructure, reducing costs for the community.
We do not deliver water directly to residents like local water retailers, who supply it to their customers and will include the costs of their expenses in their customers’ water bill. We are a wholesaler responsible for ensuring water resources are available now and for future generations, through groundwater recharge or direct sales to your local water agencies in our service area.

About the SBVMWD Tax Rate
Our primary water source is from the California State Water Project (SWP) via Lake Silverwood. The water from the SWP is conveyed through nearly 700 miles of pipeline, canals, and pumps throughout California, from Lake Oroville to Lake Perris.
This year, our share of the SWP costs is approximately $123 million, with payments continuing through 2085. To cover these costs – including bonds, infrastructure improvements, and operations-the agency collects a property tax rate of $0.11 per $100 of assessed property value. For example, a home assessed at $100,000 pays about $110 per year. The property tax is listed on your bill as San Bernardino Valley Muni Water Dist.
