The SBVMWD Board of Directors sets the agency’s vision and policy direction. Responsibilities include reviewing and approving the annual budget, authorizing water resource initiatives, engaging with community stakeholders, and upholding fiscal and ethical transparency.
Meet our Board
Division 1
Appointed to Board January 2025 | Current Term 25/26
With over 15 years of leadership in the water industry, Jose Velasquez has built a career around financial expertise, community service, and a commitment to public trust. As a seasoned finance professional, Jose has managed critical district functions, ensuring sound financial planning, responsible budgeting, and the efficient use of taxpayer dollars. He has overseen capital projects, accounting, cash and investment management, payroll, and rate development, always with transparency and accountability at the forefront.
Jose’s educational background includes a Master’s in Business Administration from California Baptist University and a bachelor’s degree in Business Administration with a finance concentration from California State University, San Bernardino. His certifications from the State Water Resources Control Board and the American Water Works Association further demonstrate his dedication to mastering the complexities of public utility management.
Division II
Elected to Board November 2020 | Current Term 24-28
Director Botello was elected to the board in 2020 and re-elected in 2024. He represents Division II, which includes portions of San Bernardino, the city of Colton, Bloomington and portions of the cities of Rialto, Fontana and Riverside, as well as Terrace Water Company. Director Botello is a lifelong resident of San Bernardino and has a background in Workforce Development and Education. He currently serves on the Governing Board of Directors for John Muir Charter Schools, and Chairs the City of San Bernardino’s Personnel Commission.
Division III
Elected to Board November 2014 | Current Term 22-26
Director Longville was elected to her first term in 2014 and two years later was chosen by her colleagues to serve as Board President. She was re-elected to her second term in 2018, and a third in 2022. Susan represents Division III, is comprised of communities in the San Bernardino Valley located below the mountains stretching east to west including San Bernardino, Highland, Muscoy and other incorporated areas. Director Longville is a water policy analyst who has worked in the public and private sectors of California for decades. Director Longville is also a former Council Member in the City of San Bernardino (1998-2006) and was twice appointed by the Governor to serve as a Director on the Santa Ana Regional Water Quality Control Board.
Division IV
Elected to Board November 2018 | Current Term 22-26
Director Harrison was elected to the Board in 2018 and was re-elected in 2022. He currently serves as Board Treasurer. He represents Division IV which includes Redlands, Loma Linda, Grand Terrace and Colton, as well as portions of Riverside County and the Riverside Highland Water Company. Director Harrison was born in Loma Linda and has spent most of his life living in Loma Linda and Redlands. He is a former Loma Linda Mayor and Council Member and former Executive Director of San Bernardino International Airport and the IVDA. Director Harrison owns his own consulting practice as a Government Relations and Land Planning Consultant.
Division V
Elected to Board November 2018 | Current Term 22-26
Director Kielhold was elected to the Board in 2018 and was re-elected in 2022. He represents Division V, which includes Highland, Mentone and Yucaipa, as well as East Valley Water District, South Mesa Water Company, Western Heights Water Company and Yucaipa Valley Water District. President Kielhold is a 60-year resident of Yucaipa. He owns a small business and has 45+ years of experience as a project manager and environmental analyst. He previously served on the Yucaipa Planning Commission and the San Bernardino County Grand Jury.
